Examining the Impact of Trump’s Executive Order on Gender Ideology and Science

On January 20, 2025, President Trump initiated his administration with a controversial executive order titled “Protect Women from Gender Ideological Extremism and Restore Biological Truth to the Federal Government”. This directive challenges existing science around gender, particularly affecting transgender and non-binary Americans, while also unsettling women and men who do not conform to traditional gender norms.

Understanding the Scientific Perspective on Gender

As a social scientist with four decades of research in gender studies, I can affirm that the concept of gender as a construct does not negate the biological realities of sex. Contrary to claims in the executive order, the scientific community has not dismissed biological sex. It is widely accepted that biological differences exist, such as the distinction between those who produce sperm and those who produce eggs. Assertions that dismiss scientific consensus around sex in favor of subjective interpretations lack credibility.

Gender identity, defined as an individual’s internal sense of being male, female, or something else entirely, varies greatly among people. While most individuals’ gender identity aligns with their assigned biological sex, this is not universally the case. Some individuals identify as non-binary or genderqueer, illustrating the complexity within gender discussions.

Implications of the Executive Order

The executive order enforces strict definitions of “sex” for federal purposes, restricting it to a binary framework. This approach poses risks for individuals who deviate from conventional gender presentations. For instance, transgender women—who have lived publicly as women for years—may face discrimination when official documents like passports do not match their gender presentation.

  • Women who adopt traditionally masculine attire may face obstacles in public facilities.
  • Transgender individuals could be subjected to increased scrutiny or security measures based on discrepancies between their appearance and government-issued identification.

The Collection of Gender Data

Additionally, the order mandates that states cease the collection of gender data. This raises critical questions: If the existence of gender identity is in doubt, why not gather empirical evidence to support such claims? A data-driven approach could reinstate confidence in scientific inquiry. Suppressing data collection appears contrary to the spirit of transparency and scientific pursuit.

The Broader Impact on Healthcare and Military Service

The executive order also has significant implications for healthcare access and military service for transgender individuals. It restricts federal funding for gender-affirming medical procedures and treatments, endangering the mental health of many. Research indicates that access to gender-affirming interventions substantially lowers the risk of suicide among transgender individuals.

Conclusion: The Role of Science in Policy

While the order seeks to simplify the complex discussions surrounding sex and gender, it ultimately muddles the scientific understanding of these concepts. The scientific community recognizes the importance of both biological sex and gender identity. It is imperative that policymakers consider scientific evidence when crafting regulations that affect people’s lives.

In times of social change, it is crucial for research-driven discourse to shape policies. Effective governance must prioritize the synthesis of fact-based science and the lived experiences of individuals to create a more equitable society.
